  • China Working Group
    This Work Group provides members with information on economic and trade developments in China, develops position papers, and lobbies on legislation related to China and supplies input to TechAmerica China office (USITO) comments to the Chinese government regarding regulations impacting members. The work group also works with US government on the JCCT process and US-China Strategic and Economic Dialogue.

    Corporate Social Responsibility Committee serves as a forum within the TechAmerica member community for CSR leaders to share best practices, learn from peers and subject matter experts, and discuss ideas for collaboration and partnerships.
  • Customs and Export Best Practices Subcommittee

    Chair: Carolyn Muhlstein, Cisco Systems

    This working group identifies customs and export compliance topics of importance to the membership and facilitates best practices presentations at quarterly meetings, webinars and TechAmerica trade compliance seminars. The subcommittee also develops and publishes the results of benchmarking surveys to benefit member company compliance programs.

  • Customs and Export China Subcommittee

    Chair: Mario Palacios, Intel

    This subcommittee covers issues that affect trade with China, with a primary focus on regulatory changes that can impact daily activities of TechAmerica members and their customers. Additionally, the committee partners with USITO and SEMI to organize annual trade compliance seminars in Beijing and Shanghai for member company employees, customers and suppliers.

    This Subcommittee is responsible for World Trade Organization (WTO) agreements and developments as well as regional and bilateral free trade agreements (“FTAs”) of importance to members. The working group has developed a comprehensive Customs provisions document which is provided to US Government officials when negotiating trade agreements. Participants have also provided substantial input for the WTO Doha trade facilitation negotiations as well as the World Bank Aid for Trade Facilitation Project.

    This Council serves as an advisory body to TechAmerica’s Commercial Group Board of Directors and provides high level guidance for TechAmerica’s Information Security (InfoSec) Committee. The group is comprised of C-level executives who have an interest in making the Internet secure and who have the highest level of cyber security concern in their company. The group meets at least 3 times a year, including meetings with senior policy and business leaders in Washington, DC; San Francisco, CA; and Brussels, Belgium. The Committee is open to representation by companies of all sizes and across the IT industry, as well as from various geographical regions. There is an additional fee for membership in this group.

    The InfoSec Committee has played a leadership role in its commitment and efforts to improving the information security of the nation's critical information infrastructure through cooperation and outreach among industry and government. This committee meets monthly to discuss major issues, interact with government and commercial leaders, and facilitate introductions to prospective customers and partners in the public and private sectors, domestically and internationally. Companies focused on information security are able to leverage their involvement in our program toward meeting their policy and business development objectives. Whether the challenge is mobilizing collaboration within the private sector toward practical information security solutions, engaging government leadership on critical information security concerns, influencing public policy, promoting cyber security R&D, or building the talent base globally, this committee is at the forefront of the information security issue. The Committee advocates the development of a national cyber security strategy and focuses on a wide variety of policy issues including, but not limited to: Federal Information Security Management Act (FISMA), Security and Data Breach Notification, Education and Awareness, and International Cyber Security Issues. The Committee works closely with other TechAmerica groups on Counterfeit IT, Global Supply Chain, and privacy among others. The Committee meets the second Thursday of each month from 2:00 to 4:00 p.m.

  • Export Encryption Subcommittee

    Chair: David Rose, Intel

    The Encryption Subcommittee’s mission is to pursue reforms to US encryption export control regulations that support US national security objectives but eliminate administrative burdens, delays and costs to industry. In addition, the group tries to ensure that the regulations do not harm US competitiveness and innovation. Members also follow major encryption control developments in other countries and share compliance practices.

  • Export High Performance Computer Subcommittee

    Chair: Dan Hoydysh, Unisys

    This subcommittee focuses on operational aspects of computer controls and licensing, and has supported the Computer Coalition for Responsible Exports (CCRE) efforts on control metrics and thresholds. TechAmerica is a member of CCRE, and supplements CCRE’s efforts. The subcommittee is responsible for regulatory changes relevant to computer licensing and for including high performance computer issues in training and lobbying events for government audiences.

  • Export ITAR Subcommittee

    Chair: Emily Cromwell, Deloitte

    Participants of this working group address policy issues, monitor regulatory changes and address member company training and compliance goals for munitions items and the International Traffic in Arms (ITAR) regulations. The subcommittee has recently developed a paper with recommendations for modernizing the controls on munitions items.

  • Export Legislative Subcommittee

    Chair: : Ed Gillespie, IBM

    This working group has been actively involved in negotiations and drafting of export legislation such as the Export Administration Act (EAA), Automated Export System (AES) Bill, Foreign Relations Authorization Act and other legislation with export control provisions. Subcommittee members attend meetings with Congressional staff as well as develop and facilitate educational programs to communicate issues of the high tech industry.

  • Federal E-Commerce and Telecom Committee

    Chair: Joby Fortson, Apple
    Vice Chair: Eric Reed, Verizon

    The Committee’s mission is to advocate on key issues our membership faces on e-commerce, Internet, and telecom policy. This is accomplished through lobbying Congress and the Administration, responding to regulatory agency activities, and by getting involved in pending federal court actions. The E-Commerce and Telecommunications Committee has identified the following as priority issues and programs for 2011: preserving and protecting Internet intermediary liability provisions (e.g., Section 230 of the CDA and Section 512 of the DMCA), preventing state (and further Federal) regulation of VoIP and other Internet services, spectrum policy (including voluntary incentive auctions of broadcast spectrum for 4G deployment), Universal Service Fund reform, and accessibility to technology for the disabled community. The typical committee participants are government relations professionals and in-house counsels at companies interested in telecommunications, e-commerce and copyright policy, as well as attorneys from affiliate law firms.

  • Federal Health IT Committee

    This Committee offers federal health IT initiatives, activities and services to help members track developments in the area of health technology, and to represent the IT industry in health IT and related debates. As many government agencies are now looking to dramatically increase expenditures in this area, extra diligence must be paid to provide assistance to these agencies as to the best means to achieve a truly technologically enabled healthcare system. Additionally, the healthcare community is often seeking to interact with the technology community and this committee provides a productive platform for that sort of collaboration. Because investing in innovative health information technologies will transform health care quality, reduce medical errors, and make health care more accessible to our citizens thereby saving lives, reducing health care costs, and also creating jobs, TechAmerica supports the wide scale adoption of technology solutions in the US healthcare system to meet these goals (including electronic and personal medical records). The Health IT Committee has identified the following as priority issues and programs for 2011, including: comments to HHS regarding the implementation and use of stimulus money; legislative input on any health legislation provisions related to the use of technology; support broadband deployment in health care settings, telehealth, both wired and wireless; encouraging the development of user-friendly, computer-related technologies, and couple these developments with user training and physician support services; supporting incentives to encourage providers to use systems that allow interoperable data systems that will protect patient information and privacy; heighten awareness of the ICD-10 implementation date, and seek to have government expenditures require compatibility with the new system. The typical committee participants are government relations with health issues as part of their portfolio, and business professionals focusing on the same. This Committee meets the second Tuesday of every month at 11:00 am EST.

  • Federal ICD-10 Subcommittee

    The ICD-10 and HIPAA 5010 implementation, which is already in progress with only 4 years for mandatory completion, represents the single largest health care systems modernization effort in history and will impact 100% of government and commercial health care community, including: providers, health plans, claims clearinghouses, EHR and PHR software vendors and others. Given the short time frame and the breadth of the task the working group is seeking to drive greater awareness within government, particularly in regards to health IT expenditures, and amongst the technology industry to understand the nature of the opportunity and the challenges. In addition, we will serve as a clearinghouse for ICD-10 information as it relates to the technology industry.

  • Federal Immigration Policy Committee

    Co-Chairmen: Robert Hoffman, Cognizant; Bill Kamela, Microsoft; Shawn Vasell, HP

    This committee addresses key business immigration issues of concern to the technology industry, including H-1B Visas, L-1, 2 visas, green card and other business immigration matters. This is accomplished through lobbying Congress and the Administration, responding to regulatory agency activities, and by getting involved in federal court actions. TechAmerica staff and member representatives also meet with DoL, USCIS, DOS and White House staff to address critical processing concerns. While the primary focus is on US immigration policy, it does also get involved in matters in the EU, India and elsewhere. Similarly the group provides guidance on TechAmerica’s activities related to international personnel mobility, such as Mode 4 of the GATS. The top priority areas for TechAmerica are: H-1 B visas, L-1B visas, EB-1 visas (Green cards), visa processing, fees and reporting requirements. To a lesser extent, the group has also worked on Mode 4, Export Control, O visas. Participants include government relations professionals, in-house counsel, COOs, and HR professionals as well as attorneys from affiliate law firms.

  • Federal Privacy Committee

    The work of the privacy committee will further the view that TechAmerica members value privacy as a part of an organization's business operations and systems. The committee's work is intended to promote education and awareness of privacy among members, to articulate opportunities for privacy as a systems design element, and to support appropriate policy advancements in privacy. The Committee will work with Congress and the Administration to further privacy policies that promote innovation and protect civil liberties.

  • Federal Tax Committee

    This Committee represents the technology industry in tax policy debates by offering international, federal and state tax initiatives, activities, and services to allow members to track developments and participate individually and collectively in policy debates in the area of taxation of technology goods and services. Many government bodies looking for opportunities to increase revenue have been expanding existing taxation definitions to include the new services and transactions generated by the technology industry. At other times, elected officials seek to alter the tax code via tax incentives. In all these cases the Tax Committee represents the interests of the technology industry.

    This Work Group leads the IT Subgroup of the US-India ICT Dialogue which identifies business and policy concerns for discussion with Indian government and business representatives and seeks approaches to address these concerns. The work group has raised concerns on software and hardware taxes, encryption regulations, the IT Act, and cyber security. It has also engaged India on the Information Technology Act and support for electronic sectorals in the Doha negotiations.

  • International Customs Committee

    The mission of the Customs Committee is to educate and keep members current on Customs regulations and issues, as well as to work with the United States and foreign governments as necessary to make Customs procedures streamlined, effective, and transparent for both government and industry. This committee currently has over 225 customs compliance, government relations and legal professionals. Members are kept informed via email updates, quarterly meetings and subcommittee conference calls.

  • International Environment Committee

    This Committee informs members on environmental and technical regulations affecting products sold in the European Union, China, and other foreign markets and implements advocacy efforts as appropriate to ensure consistency of environmental regulations across jurisdictions. The Committee meets quarterly but receives regular updates and communications from staff and implements advocacy efforts as needed.

  • International Export Controls Committee

    The mission of the Export Controls Committee is to educate and keep members current on U.S. export control regulations for dual-use goods and technology and munitions items, as well as to work with Congress and the Administration as necessary to make U.S. export controls streamlined, effective, and transparent for both government and industry. The Committee is currently made up of over 300 compliance, government relations and legal professionals. Members are kept informed via email updates, quarterly meetings and subcommittee conference calls.

  • International Policy Committee

    Chair: Cynthia Johnson, Texas Instruments

    This Committee coordinates overall development of the association policy positions on our priority international issues and implementation of advocacy strategies for ensuring our positions are included in public policy efforts in the United States, other countries, and international organizations. The TIPC provides member guidance on the broad international issues that should be addressed by TechAmerica and more specific input on issues not covered in one of the other international issue committees or workgroups. The TIPC meets quarterly and in the interim addresses issues through phone calls, e-mails, developing position papers and letters, engaging with government officials, and organizing relevant events and programs.

  • Internet Governance and Online Commerce Working Group

    This Work Group leads industry participation and input into the Internet Governance Forum process and planning, ICANN, and other international venues on pertinent issues as needed. In addition, the group works with key US Government representatives to influence the approach to Internet Governance in international forums including the IGF and ICANN, as well as the International Telecommunications Union (ITU) and other relevant bodies. The group also works with foreign government representatives as they participate in Internet Governance forums. With regard to online commerce, the group addresses global electronic commerce policy and transborder data flow issues on a case by case basis as highlighted by members.

  • IP Counsels (Intellectual Property Committee)

    Chair: Shailendra Bhumralker, SAP

    This Committee offers federal intellectual property initiatives, activities and services to help members track developments in the area of patents, copyrights and trademarks. The Committee also represents the technology industry in IP and related debates, and provides a place for every member to be able to bring IP policy issues forward in which TechAmerica should be engaged. As the value of the technology depends in large measure on the property protections of intellectual assets -- IP issues are of vital importance. At the same time, technology must interact with content and to that extent TechAmerica builds on a long history of interest, involvement and leadership in service provider liability in the context of digital copyright protection. These important building blocks of the technology industry, and TechAmerica’s broad industry membership, provide the foundation for valuable and unique insight into today’s IP issues. The typical committee participants are the IP counsels from member companies, although several participants will be government relations professionals with intellectual property as part of their portfolio, and other business professionals focusing on the same.

  • Low-Cost Domestic (LCD) Sourcing Committee

    TechAmerica is forming a new committee to make policy recommendations to local, state and federal policymakers aimed at increasing the low-cost domestic sourcing of services and other work in the United States.

    A variety of market drivers are causing many IT services providers to consider new U.S. locations as potential sourcing destinations -- especially lower cost mid-sized metropolitan areas and rural communities. This type of outsourcing is referred to as Low-Cost Domestic (LCD) sourcing. Policymakers at all levels, seeing the same market drivers, want to know what policies can best serve to attract those jobs and the related investment.

    TechAmerica will provide its members with a venue to make recommendations to policymakers, review the efforts underway in various venues, as well as to review case studies of successful low-cost domestic sourcing efforts.

    Topics to be reviewed will include a review of what various federal programs are doing in the space, what various states and localities are offering in the market, what the practical tax and training considerations are and more.

    This Subcommittee is an industry liaison with the Federal Aviation Administration (FAA) and other government air traffic control-related agencies. Members have backgrounds in marketing, ATC and other FAA equipment procurement. Committee meetings feature FAA or other agency speakers discussing issues such as telecommunications programs, acquisition policies, budget matters, etc.

    The PS Board is responsible for overseeing all of the activities of the Public Sector Group with a special emphasis on federal government programs. The State and Local Government Board, however, does focus exclusively on SLG programs. The PS BoD oversees all of the standing committees’ activities and sets the priorities and direction for all of the federal programs within the PS Group. The directors are elected to the board for two year terms.

    TechAmerica's California Procurement Committee, formed in 2001, is comprised of member companies conducting business within the state of California. The committee works directly with senior officials from the State of California's Department of General Services (DGS) and its Office of the State Chief Information Officer (OCIO). The committee advocates for changes to California’s procurement rules, policies and processes. Whenever necessary, it takes positions on IT procurement-related bills pending before the California Legislature.

    An annual publication produced through personal member-conducted interviews of CIO’s and other senior government officials throughout the Federal Government to get an understanding of their concerns and priorities. The 2010 CIO survey was released on March 23 at the third annual CIO Survey conference.

  • PS Cloud Computing Committee

    This Committee’s mission is to educate policy makers, federal government marketplace and customers about the implications of the emergence of cloud computing. This Committee focuses on policy issues surrounding the Federal, state and local government’s ability to procure, deploy, and utilize cloud computing. Members focus their efforts on defining the marketplace for the technology, identifying and advocating on relevant policy issues, exploring industry best practices and hosting networking and business intelligence events. As part of this effort the Committee prepared a transition paper for the current administration.

    This committee represents the interests of technology vendors in the Department of Defense and Intelligence community marketplace. Providing a venue for the largest of government sector clients, the Defense Committee focuses on topics such as business software and enterprise solutions, logistics, RFID, information assurance, wireless, and Netcentric operations, information sharing and acquisition of technology in these arenas. This committee meets the fourth Wednesday of every month from 9:00 – 11:00 AM ET.

    The Defense Cyber Subcommittee focuses on the initiatives under consideration or underway to address cyber security and information assurance issues in the National Security arena.

    Works to develop the technology industry perspective and deliver to program managers and contracting, acquisition and procurement officers as part of the curriculum at federal acquisition institutes. It provides senior industry speakers opportunities to present this perspective to the National Defense University and the Defense Acquisition University.

    This task group is focused on IT systems as part of logistics at the Department and is developing recommendations regarding modernization of logistics.

  • PS Federal Civil Committee

    This committee represents the interests of technology vendors in the federal civilian government marketplace. Since its inception, the committee has been an invaluable resource to members on issues such as technology trends, key issues and challenges affecting CIOs and CXOs, and allowing members to optimize business and networking opportunities. The members focus on business development and government customer interface. During 2011, the members are focusing on the programs of the Obama Administration including cloud computing, transparency, and IT investment reforms to name a few. The Committee meets the third Wednesday of each month from 9:30 – 11:30 AM ET unless otherwise noted.

    This Task Group focuses on the adoption of Managed Services solutions in the Federal market by clarifying the definition of Managed Services, educating decision makers on risks and implementation best practices, and informing policy makers on the impact of existing and pending legislation.
  • PS Federal RFID Task Group

    Co-Chairs: Frank Moss, Identity Matters; and Larry Jellen, Motorola

    Innovation in the radio frequency identification (RFID) technology industry is rapidly transforming the government and commercial market. This task group was created to focus on policy and privacy issues surrounding RFID implementation and adoption at the federal and international level.

  • PS FedRamp Task Group

    Co-Chairs: Patrick Cronin, CGI, and Bryan Ward, Serco

    The Federal Risk and Authorization Management Program or FedRAMP has been established to provide a standard approach to Assessing and Authorizing (A&A) cloud computing services and products. TechAmerica’s FedRAMP Task Force provides vendor-neutral industry perspective to the government’s FedRAMP program, and works directly with the FedRAMP program office, CIO Council, Cloud Computing Executive Steering Committee, Cloud Computing Advisory Council and associated working groups, Cloud Computing Program Management Office, OMB, NIST, and other cognizant Federal stakeholders to provide comment on evolving FedRAMP policy, procedures, and artifacts. The task group offers research, best practices, and recommendations through the administrative process related to FedRAMP practice areas to both enhance the goals of FedRAMP and to ensure that FedRAMP is a practicable government and industry partnership that meets the security needs of federal stakeholders.

    This committee is geared toward government marketing professionals from Public Sector companies. The purpose of this Committee is to provide a collaborative environment to help develop and shape opportunities/events to brand and market Member companies. This Committee will also provide an avenue to share information and exchange ideas amongst marketing professionals.

    Focuses on the GSA Schedules, GWACs, and other major contract vehicles like Networx and Alliant, and meets regularly with GSA officials. The subcommittee members are especially interested in the activities of the Federal Acquisition Service. The Committee meets the second Wednesday of each month from 11:45 – 1:30 PM ET

    This committee represents the technology industry in Homeland Security strategy, funding, procurement, liability, and other issues. TechAmerica’s Homeland Security Committee is the premiere group dedicated to promoting the use of technology to secure the homeland. Working closely with the Department of Homeland Security and Law Enforcement Agencies, TechAmerica promotes our members’ business and policy interests in relation to first responders, border security, identity management, infrastructure protection and other areas critical to the security of the nation. The Committee meets the first Wednesday of each month at 8:30 AM ET.

    Formed in 1993, HSITAG seeks to improve the delivery of human services programs through IT and modern management practices. Ongoing concerns have been the facilitation of services integration, welfare reform, and IT procurement reform.     This Subcommittee provides a forum for industry to work with federal and state governments to develop best practices for the authentication and verification of identity, as well as to promote the use of technology to increase the security of our identity management system. Issues of interest to this task group are HSPD-12, Health Identity Authentication, Biometrics, REAL ID, RFID, federated identity and government credentialing programs. The Committee hosts an annual ID Management policy conference called IdentEvent and offers monthly ID Management Breakfast Briefings. The Committee meets the fourth Tuesday of each month at 2:00 PM ET.

    This group hosts bi-monthly classified (TS) briefings with government officials. The subcommittee is focused on the specific needs of the intelligence community, particularly on developments related to information sharing and reform of the security clearance granting process.

    The Task Group will be focused on responding to Missouri’s November 2011 RFI announcing a review of the State’s IT contract Terms and Conditions and seeking perspective from interested stakeholders.

    The PS Past Performance Task Group monitors how the federal government maintains past performance data on IT vendors, with particular focus on the databases used to collect past performance data – including FPDS-NG, PPIRS, CPARS and the new AOCS and FAIIPS.

    The PS Procurement Policy Committee's Regulatory Subcommittee monitors all Federal regulatory actions for proposals and final rules that impact the government market environment. The committee is responsible for crafting the comments to these proposals and developing a strategy to engage in the regulatory promulgation process to achieve a favorable outcome.

    This committee monitors and responds to all legislation and regulations that affect technology vendors in the Federal marketplace. The PPC works actively with Congress to represent the industry’s views on key legislative issues, testifies before Congressional Committees when appropriate, drafts position papers on key issues, and responds to draft FAR regulations. Senior congressional staff members are invited to meetings on a regular basis to address current topics. The Committee meets the second Wednesday of each month from 9:30 – 11:30 AM ET.

  • PS Section 508 Task Group

    Chair: Rex Lint, Consultant

    This Task Group focuses on implementation of Section 508 of the Workforce Investment Act of 1998. It also monitors international and state activities similar to Section 508 and related standards. The US Access Board announced its intention to update the guidelines for Section 508, and TechAmerica was appointed to its advisory committee. The Access Board is expected to publish the new accessibility standards in late 2011.

  • PS Secure Credentials Task Group

    This Task Group was created to work with the Department of Homeland Security on regulations to increase the security of driver’s licenses and state issue identification documents. The task group focuses on promoting the need and benefit of a secure credential and works closely with the states to promote technology solutions to help comply with new secure identity requirements and reduce the cost burden. The task group continues to focus on REAL ID implementation issues both at the state and federal level and is working closely on the PASS ID legislation in Congress.

    The PS Security Clearance Reform Task Group focuses on efforts to reform the personnel clearance process, including coordinating the Security Clearance Reform Coalition.

  • PS Small Business Subcommittee

    This Subcommittee, which is jointly sponsored with the Procurement Policy Committee, focuses on the interests of the small and mid-size business within TechAmerica. It also monitors the concerns of large firms in meeting their small business goals. Current issues include the SBA’s pending proposal to modify the size standards.

  • PS State & Local Gov't Division
    This Division addresses the dynamic and robust state and local government technology markets. Its primary goal is to promote TechAmerica as the voice of the state and local government technology industry. As such, it reaches out to state and local government officials and special interest groups through meetings, speaking engagements and other fora and seeks to partner industry and state governments in initiatives that foster the adoption of industry services. The Division also hosts the State CIO Executive Dinner Series which allow intimate, substantive dialogue between state government executives and technology companies’ executives in a non-sales environment.

    Our SLG board serves as a forum for senior state and local government business executives to discuss strategic issues in the SLG marketplace and provide guidance to TechAmerica staff on its SLG programs and offerings and its public policy positions. The Board governs four Task Groups: The SLG Board Mission/Strategy Task Group, which focuses on emerging issues and technologies in the SLG market; the SLG Board Procurement Task Group, which focuses on reforming IT contract terms and conditions and procurement practices; the SLG Board Health IT Task Group, which focuses on accelerating the implementation of technology in the state and local government healthcare sphere; and the SLG Board Events Task Force which provides guidance to staff at TechAmerica on the types of events the association should host. Directors are elected to the board for two year terms.

    Working within the framework of TechAmerica’s State Government Affairs program, this Committee tracks procurement-related legislation and advocates for reforms of procurement policies and procedures (in states outside of California). The Committee meets by monthly conference call (or as necessary) to discuss legislative action and develop TechAmerica responses.

    This group focuses on the various government efforts to secure the supply chain of the public sector from malicious attempts to modify products and services entering that supply chain and their attempts to alter that supply chain using the acquisition authority of the Federal government.

    The G-33 Committee prepares positions on government policies, practices, specifications, and standards dealing with technical data, drawing practices, and configuration management practices. It promotes understanding of configuration and data management principles, and develops standards. The committee provides innovative solutions and educational services through workshops and related publications. The committee holds three regular meetings a year and co-sponsors an open workshop in the Fall.
  • State E-Commerce and Telecommunications Committee

    This Committee is a merger of the legacy E-Commerce and Child Online Safety Committees. It concentrates on state legislative initiatives. Weekly calls and agenda emails are aimed at advocating on behalf of members on legislation dealing with E-Commerce and child online safety issues. This is accomplished through lobbying legislatures, Attorneys General, and Governors. When a piece of legislation is identified by TechAmerica staff or a company member, actions taken can include meeting with the sponsor or key policy staff, drafting opposition letters, coalition building and testifying in hearings or legislative sessions. TechAmerica supports federal preemption on many of the issues we track and looks forward to participating in a debate on those issues.TechAmerica supports policies that are technology neutral. We oppose legislation that contain mandates, specify specific technologies or pick preferred technologies at the expense of others. This committee meets via conference call every Thursday at 11:00 am PT/2:00 pm ET.

  • State Government Affairs Committee

    The National State Government Affairs mission is to advocate on behalf of the TechAmerica membership on issues of importance to the technology industries in the states. The National State Government Affairs (SGA) is the principal state governmental affairs organization representing the interests of the technology community in all fifty state capitols. Semi-annually, the committee hosts a meeting of high-tech state governmental affairs professionals from across the nation who gather to discuss important issues affecting the technology industries at the state level and develop strategies through which TechAmerica’s State Government Affairs program helps to address their legislative needs. This committee helps guide the overall direction of the organization’s state governmental affairs program and is an appropriate venue for all state government-related issues.

  • State RFID Committee

    This committee holds periodic conference calls, as needed, to address state legislation restricting and/or regulating the use of RFID enabled technologies by government entities and retailers. This is accomplished through lobbying state legislatures, Attorneys General, and Governors, and by participation on taskforces and study commissions charged with identifying the benefits and potential risks associated with use of RFID technology. While the committee engages on asset-management and identity-management issues, this past year the committee has chosen to focus the bulk of TechAmerica’s resources on bills regulating RFID in identity management settings, where TechAmerica is one of the leading voices. In particular, we engage on bills that: limit or ban government use of RFID enabled technology in identification documents; limit or ban use of RFID in schools; require retailers to deactivate asset-management tags. Legislation we tend to support when appropriately drafted deals with: bans on unauthorized reads of RFID tags; forced human implantation and unauthorized tracking of individuals by lone actors.

    The State Tax Committee represents the technology industry in tax policy debates by offering state tax initiatives, activities, and services to allow members to track developments and participate individually and collectively in policy debates in the area of taxation of technology goods and services. Many government bodies looking for opportunities to increase revenue have been expanding existing taxation definitions to include the new services and transactions generated by the technology industry. At other times, elected officials seek to alter the tax code via tax incentives. In all these cases the State Tax Committee represents the interests of the technology industry. In addition the Committee serves as a gathering point for tax professionals in the technology industry as well as a clearinghouse of information for relevant topics. The Committee has identified the following as issues of interest: Affiliate nexus; Digital goods; Preserving current incentives important to the industry; State revenue administration redefining taxable transactions, products or services; Nexus issues; SSTP and Discriminatory tax treatment of certain technologies or technology services. This committee is set to meet every 4th Thursday at 4:00 ET.

    The Executive Board provides direction for local council events and programs as well as the council’s public policy agenda.     The TechAmerica Technology and Intellectual Property Committee (TIP) recognizes that technology-centric businesses thrive when products and services with high intellectual property content are delivered to the market, whether the IP is developed through internal innovation or acquired through external relationships. The Committee brings together technical managers and legal professionals through forums and educational events to explore common issues at the intersection of technology, business and the law; and to encourage TechAmerica members to share their experiences. Committee Membership and Committee Needs: Individuals who manager and use their company’s intellectual property assets and services providers who support them. Networking Events: Typically these events are 2 hour panel discussions or a split session format starting with a one and one-half hour introductory session with experts who discuss relevant topics, and a second one and one-half hour advanced roundtable discussion exploring topics in more detail.   • Texas Procurement Subcommittee
    TechAmerica’s Texas SGA Policy Committee and TechAmerica’s Public Sector State & Local Government (SLG) Division have launched a Texas Procurement Subcommittee. The subcommittee will meet quarterly, or as needed, to review legislative and executive action on procurement issues and to develop TechAmerica’s response to such actions. The Subcommittee will also develop programs and events of interest and benefit to TechAmerica members pursuing opportunities in the government technology marketplace throughout the State of Texas.
  • Trade Work Group

    This Work Group promotes open markets globally by engaging with governments on Free Trade Agreements, World Trade Organization/Doha negotiations, the Information Technology Agreement, Bilateral Investment Treaties, Trade Promotion Authority, and other trade issues impacting the high-tech industry. The work group meets monthly to review lobbying activities of TechAmerica on the most pressing issues, meet with government officials, prepare position papers, and conduct outreach to foreign officials as needed.
