Martha N. JohnsonThe Federal Government has already begun transitioning to a more transparent, open, and innovative environment. At the TechAmerica Federal CIO Survey Conference we unveiled the results of our 2010 CIO Survey, identifying key issues and trends that emerged during President Obama’s first year in office. We discussed the ways in which the Administration and Congress might focus on 21st century challenges like cyber security, cloud computing, open government and how public-private collaboration will continue to prove essential to this transformation of government.

This must attend Federal CIO event featured over 200 attendees with nearly half of those being government technology executives. Event speakers and participants included a broad mix of industry experts, analysts, and government employees, including chief information officers and program managers from a wide range of federal agencies.

Chief Information Officers (CIO) in departments and agencies across the federal government are embracing a new role in helping to open government to the American people while continuing to struggle with unending security, infrastructure and workforce issues, according to the 20th Annual Survey of Federal CIOs released on March 23, 2010, by TechAmerica and Grant Thornton.

“An important focus of the new administration has been to create a more open government, one is that is more transparent, participatory and collaborative,” said TechAmerica President and CEO Phil Bond. “Federal CIOs are excited about playing a key role in fundamentally changing how the federal government and its constituents interact through the use of information technology.”

“The CIOs think that broadening public participation and involvement in government will create greater trust in government, increase the value that citizens receive from government, and unleash innovation with respect to governing and government services,” said Paul Wohlleben, a partner in the Global Public Sector practice at Grant Thornton, LLP.

In support of open, transparent government, TechAmerica has found CIOs taking actions in two distinct areas – providing access to information through projects like Data.gov, USASpending.gov, Recovery.gov, and the Federal IT Dashboard, as well as increasing collaboration and participation through social media, Web 2.0 and Government 2.0, blogs, wikis, Twitter, Facebook, public dialogue, and next generation Web applications.

Looking ahead, CIOs see the following long-term challenges, ranked in order of priority:

1. Cybersecurity

2. IT infrastructure

3. IT workforce

4. IT management

5. Efficiency and effectiveness

6. Performance management and accountability

7. Acquisition

From Marshall Baltimore-Washington International Airport
(approximately 30 miles) and Points North:

Take I-95-South to Exit 22 B (Baltimore-Washington Pkwy South); Follow onto New York Avenue for six miles. Turn left onto 5th Street NW and follow for three and a half blocks. Turn right onto H Street NW and follow for five blocks; The Grand Hyatt is at the corner of 10th and H Streets NW.

From Points South:

Take I-95-N to 395 North. Continue over the 14th Street Bridge, then merge into the right lane. Take the exit for 12th Street, continue through the tunnel for eight blocks. Turn Right onto H Street and follow for one block; The Grand Hyatt is at the corner of 11th and H Streets NW.

From Washington Dulles International Airport (approximately 27 miles):

Take Dulles Toll Road/VA-267 East, and stay on this road after it becomes I-66 E. Take the US-50 E / Constitution Ave exit, and stay straight to go onto US-50 E. Turn left onto 15th Street NW, then right onto New York Ave NW. Turn right onto H Street NW; The Grand Hyatt is on the corner of 11th and H Streets NW.

From Reagan National Airport (approximately 5 miles):
