PS Homeland Security Committee

This Committee represents the IT industry in Homeland Security strategy, funding, procurement, liability, and other issues. ITAA’s Homeland Security Committee is the premiere group dedicated to promoting the use of IT to better the national security operations. By working closely with officials at the Department of Homeland Security, ITAA promotes our members’ business and policy interests in relation to first responders, security product evaluations, identity management, infrastructure protection and other areas critical to the security of the nation.

Since its inception in November of 2001, the Homeland Security Committee's agenda tries to expand a rational and productive dialogue in the Federal national security IT marketplace. This is accomplished through a series of programs and activities that aim to bring government customers before its members. Some of the Homeland Security Committee's most recent initiatives are negotiations with various agencies and the Executive branch to address liability issues that might affect the ability of the IT industry to support fully vital homeland defense initiatives. Other projects include providing insights and perspectives to the Administration regarding Enterprise Architecture Plan, Homeland Security Presidential Directive 12 (HSPD –12), and the development of a government wide Identity Management policy.

The Homeland Security Committee meets every month except for August and December. All members are welcome to participate in its activities. Guests are invited on a case-by-case basis.

Subcommittees

  • Identity Management Subcommittee
    This subcommittee provides a forum for industry to work with federal and state governments to develop best practices for the authentication and verification of identity, as well as to promote the use of technology to increase the security of our credentialing and access system. The task group is focused on helping the government ensure an individual’s true identity before a secure credential is granted or access is given to secure systems or facilities. Issues of interest to this task group are HSPD-12, FIPS 201, REAL ID, RFID, and other government credentialing programs.

    The 9/11 terrorist attacks raised our awareness that identity theft is no longer just a tool used by the common criminal to steal money; it has become a tool of terrorists who want to infiltrate our country and cause harm. On July 22, 2004 the National Commission on Terrorist Attacks Upon the United States (The 9/11 Commission) recommended:

    Secure identification should begin in the United States. The federal government should set standards for the issuance of birth certificates and sources of identification, such as drivers’ licenses. Fraud in identification documents is no longer just a problem of theft. At many entry points to vulnerable facilities, including gates for boarding aircraft, sources of identification are the last opportunity to ensure that people are who they say they are and to check whether they are terrorists.

    TechAmerica’s Identity Management Subcommittee is the industry’s voice in communicating with government on the secure identification issue. The Committee meets every month except for August and December. All ES Division members are welcome to participate in its activities. Guests are invited on a case-by-case basis.

    • Secure ID Task Group – Created to work with the Department of Homeland Security as they develop standards for secure drivers licenses. The Subcommittee has developed a White Paper and Guiding Principles for the implementation of REAL ID.
    • Identity Management Policy Task Group - Created to work with Federal and state policy makers on issues affecting identity management and credentialing. This group works to educate policy makers and program executives on the best practices for creating secure identification systems (including processes, policies, technologies, and standards).
