TechAmerica Texas Policy Agenda – 2011-2012

The TechAmerica Texas policy agenda is focused on issue areas that TechAmerica members have identified as most important to them and on those issues that most directly affect our members’ economic viability and competitiveness. During the 82nd Texas Legislative Session, a number of key issues will be considered. Some are perennially important issues like taxes and education. Others are issues of specific concern to the technology industries and the products they offer. This Texas Policy Agenda, while not all-inclusive, highlights some of the key issues on which we will be engaged. As always, TechAmerica will respond to these issues by continuing to be the technology industry’s leading voice offering a unified, proactive legislative agenda to support the growth of our businesses in Texas. Industry Rises to Defend Texas Emerging Technology Fund

TechAmerica (formerly AeA) played an integral role in the creation of the Texas Emerging Technology Fund (ETF) and continues to lead efforts during each Texas legislative session to renew and fund the ETF’s ongoing investments and operations. We know the ETF is a key component in Texas’ economic development strategy and we know that it is used to pursue federal research and development funding, to improve the scientific talent and capabilities of our state’s universities, and to make equity investments in early stage companies in key transformational technologies. The ETF’s activities are carefully monitored and each investment is vetted repeatedly to ensure that the Fund’s support goes to the most promising companies. The ETF is helping to expand the technology industry ecosystem in Texas and is deserving of our ongoing support. In response to recent unwarranted criticisms, TechAmerica – along with partners from the biotech industries – has risen to defend the Fund and its good work. Texas Still Leading the Way – Emerging Technology Fund key to long term economic growth

Texas is clearly a leader in the global economy, and critical to maintaining our position of leadership is keeping our intellectual and financial capital – and the jobs for Texans that they create – here at home.

Texas consistently ranks second in the nation in the creation of intellectual ideas, basic research and research publications in its private and public institutions of higher education. However, Texas does not break the top 15 in the country in transferring or commercializing those ideas into market driven products for Texas, making us effectively a net exporter of intellectual capital. TechAmerica Foundation’s Cyberstates 2011: Job Losses in U.S. High-Tech Industry Decline in 2010

cyberstates2011_coverTexas remains the second-largest cyberstate in the nation ranked by tech employment, trailing California and ahead of New York.  While Texas lost 11,800 tech jobs in 2010, a three percent decline, this tracks with much of the rest of the country.  Additionally, the high-tech industry in Texas had a $38.7 billion payroll in 2010.  Texas’ average tech industry wage in 2010 was $84,800 – 84 percent higher than the state’s average private sector wage.
